I think it is likely that the leveling system in Final Fantasy X-2 may use something similar to the AP system used in Final Fantasy X-2. It makes for a better system than Oblivion's and is more customizable.

Well, I was never a fan of the Final Fantasy X-2 battle system, but that doesn't take away from the point it was a well structured system. Whether or not this'd suit online play is another matter altogether, though.

Implementing such a system within an online environment would be difficult without serious alterations; the progression through Final Fantasy X-2 and Final Fantasy X was very linear and followed a set route. Within an MMO environment, this sort of system would lead to limited and repetative gameplay.
