It's currently unclear exactly what battle system Final Fantasy 14 will be using, although the development team have revealed that Final Fantasy XIV will run on a time based battle system as opposed to the real time battles of Final Fantasy XI.

The emphasis on Final Fantasy XI was to work as a team to defeat opponents and level up. In Final Fantasy XIV, however, the emphasis will be balanced between team play and solo play. The focus of the battle system will be on the weapons characters use and these weapons will modify the difficulty of battles.

The battle system is currently classified as "undecided" by the development team, leaving plenty of room for speculation.
